This chapter shall be administered by the Borough Manager; the Manager may delegate administration functions and inspection functions as he or she deems appropriate. In general, permit issuance shall be handled by the Code Department and inspections completed by the Borough of Grove City Department of Public Works.
(A) The Manager shall designate an inspector to enforce the provisions of this chapter in accordance with its literal terms and the inspector shall not have the power to permit any construction which does not conform to this chapter.
(B) The Code Department will administer permits and shall issue street excavation permits.
(C) The inspector shall perform all necessary inspections and recommend to the borough any enforcement proceedings which are necessary to ensure compliance with the provisions of this chapter.
(D) Enforcement of this chapter shall be undertaken by the Manager, Public Works Department, Police Department and the Code Department.
