The borough may establish a household hazardous waste and electronic waste collection and recycling program and if established, shall be mandatory for all residential customers and commercial-A customers as defined. The borough shall have the right to contract with a borough agent to perform this collection. The borough’s contract with said agent shall specify the terms of collection, eligible items for collection and frequency of collection.
