(A) Every resident, householder, tenant or person shall pay to the Borough of Grove City a fee or charge as hereinafter provided for its services in collecting and removing such garbage or refuse or recyclables. This fee, as set by resolution of Council, shall include a penalty for late payment.
(B) Billing for services shall be on a monthly basis and shall be under the direction and supervision of the Borough Manager. All bills shall be issued monthly and shall be due and payable upon the prescribed due date and shall contain a notice that a penalty set by resolution of Council will be charged if payment is not made.
