Providing for the opening and extension of Mill Street in the borough, through and across the right-of-way and property of the Bessemer and Lake Erie Railroad Company, prescribing the manner of such crossing, condemning the land rights and easements necessary therefor, providing for the assessment and determination of the damages and benefits accruing therefrom; providing for the presenting of a petition to the Public Service Commission of the state for the issuing of a certificate of public convenience for the extension of the aforesaid street, and that the cost of extending the said street be apportioned by the said Commission between the Bessemer and Lake Erie Railroad Company, the borough and such other individuals, corporations or municipalities as the Commission may determine.
