It shall be unlawful for any person to:
(A) Throw any waste paper, sweepings, ashes, household waste, glass, metal, refuse or rubbish, or any dangerous or detrimental substance into or upon any road, street, highway or alley, or upon the land of another or into or upon any stream or navigable river;
(B) Interfere with, scatter or distribute the contents of any receptacle containing ashes, garbage, household waste or rubbish; or
(C) Accumulate, or place on lands of which he or she is an owner or tenant any waste paper, sweepings, ashes, household waste, glass, metal, refuse or rubbish except where such items are placed in a container suitable for the protection of the environment.
