§ 155.079 PARKING AND VEHICULAR ACCESS AREAS.
   (A)   Universal parking lot design standards.
      (1)   All automobile parking areas shall be paved and constructed in accordance with the standards established by the borough.
      (2)   The layout of every parking area shall be such as to permit safe and efficient internal circulation in accordance with accepted traffic engineering principles and standards. Parking areas shall provide suitable maneuvering room so that vehicles enter the street in a forward direction.
      (3)   Entrances and exits to and from off-street parking areas shall be located so as to avoid interference with street traffic. Parking lots shall be designed to prevent access at any point other than at designated access drives. Continuous curb cuts shall be prohibited. No designated access point shall be wider than 30 feet unless warranted by a traffic study approved by the borough, or required by the Pennsylvania Department of Transportation pursuant to a highway occupancy permit.
      (4)   Every off-street parking area shall include sufficient reservoir space to accommodate entering and exiting vehicles without overflowing onto adjacent streets or service roadways.
      (5)   All artificial lighting used to illuminate any parking space or spaces shall be so arranged that no direct rays from such lighting shall fall upon any neighboring property or streets. All light standards shall be located on the raised parking islands and not on the parking surface. Parking lot lights must include full cut off features to minimize upward light dispersion.
      (6)   No more than 20 parking spaces may be located in an uninterrupted row. If more than 20 parking spaces are located in a row, planting strips with a minimum size of nine feet by length of a parking stall shall be located at appropriate intervals to provide shading and visual interest. Such planting strips shall contain a street tree of at least two-inch caliper. The borough recognizes that trees grow better when planted in larger areas of soil and would be willing to consider alternatives to mid aisle islands if the developer wants to cluster larger islands with clusters of trees at the end of aisles as long as the alternative achieves the goal of shading and visual interest within the overall parking lot.
      (7)   Where a single row of parking spaces is located between two driveways on a neighboring property, a planting strip shall be provided between the row of parking spaces and one driveway.
      (8)   Aisle width: the width of aisles providing access to parking stalls shall be in accordance with the chart below. Only one-way traffic shall be permitted in aisles serving parking spaces placed at an angle other than 90 degrees.

      (9)   Surfacing: parking lots shall be paved with a permanent all-weather surface, such as asphalt, tar and chip, pre-cast pavers or concrete. Permeable paving is permitted.
      (10)   Interconnectivity: interconnection of parking areas for nonresidential uses is strongly encouraged to avoid congestion on arterial roads.
   (B)   Traditional neighborhood development parking design standard.
      (1)   Parking shall be located to the rear of buildings, from any “Main Street”, defined herein as C-1 Zoned Areas of Pine Street, Broad Street, Blair Street and Center Street. (See Graphic Design Manual sketch 2c.)
      (2)   In other areas, parking is strongly encouraged to the side or rear of buildings, and is eligible for design bonuses under Table 156C.
      (3)   No curb cut to access a parking area or alley in a C-1 Zoning District shall be wider than 20 feet.
