§ 155.078 PLACEMENT OF BUILDINGS UPON LOTS.
   (A)   Universal design standard. All proposed buildings shall be placed upon lots within all required setbacks and yard areas of the borough Zoning Ordinance.
   (B)   Traditional neighborhood development design standard. Proposed buildings shall be set back from a public right-of-way minimum of zero feet and a maximum of eight feet. When appropriate within this standard, the siting of adjacent buildings should be considered when choosing the setback. A uniform setback is desirable to establish a more consistent “street wall”; however, a greater setback is allowed for the use of pedestrian pockets, and planned public space that meets other design guidelines. (See Graphic Design Manual sketches 1a, 1b and 1c for examples of zero feet setback, eight feet setback and pedestrian pocket).
