§ 155.077 DESIGN STANDARDS FOR PUBLIC AND PRIVATE IMPROVEMENTS.
   (A)   In accordance with § 503 of the Pennsylvania Municipalities Planning Code (53 P.S. § 10503), the borough has established minimum design standards to ensure the layout or arrangement of all subdivisions or land development shall conform to the Comprehensive Plan and to any regulations or maps adopted in furtherance thereof (in particular the borough Zoning Ordinance). Because the borough embodies a traditional neighborhood development as described under § 701-A of the Pennsylvania Municipalities Planning Code and wishes to encourage flexibility, economy and ingenuity in land development, two levels of design standards are established: traditional neighborhood development; and universal standards. Universal standards must be met for all land development within the borough. Traditional neighborhood development standards pursuant to § 708.1-A of the Pennsylvania Municipalities Planning Code may be required or optional, based upon the proposed location of the land development. Where there is a conflict between the two, the more restrictive standards shall govern. Pursuant to the authority of § 708-A of the Pennsylvania Municipalities Planning Code, a manual of written and graphic design standards has been adopted by the borough.
   (B)   Pursuant to the § 156.041 of the borough Zoning Ordinance (as codified in Ch. 156), all land development within the C-1 District shall be subject to the traditional neighborhood development design standards. These standards are optional in all other areas of the borough. However, utilization of traditional neighborhood development standards are encouraged through the utilization of bonuses to encourage pedestrian friendly and context sensitive development. Bonuses shall be granted by the Commission consistent with Table 156C. Where various levels of bonuses are offered for the same practice, only the greater of the option may be taken as a maximum.
