§ 155.076 GENERAL SITE STANDARDS.
   (A)   Site analysis.
      (1)   To ensure that land is suitable for the proposed development, an analysis shall be made of characteristics of the development site, such as site context; soil; topography; and street networks; visual features; and past and present use of the site.
      (2)   This analysis shall be submitted as a narrative report with any necessary graphics and include:
         (a)   Topography including slopes and water features, including wetland and floodplain;
         (b)   Existing vegetation, including trees;
         (c)   Geology, including any previously mined or industrial areas;
         (d)   Visual features; and
         (e)   Pedestrian and vehicular access to and from the site.
   (B)   Additional regulations.
      (1)   In addition to this chapter, there may be other ordinances, laws or policies that regulate any proposed development. It is the sole responsibility of the applicant or his or her agent to comply with such additional regulations. The borough shall not approve any application which violates another borough ordinance or regulation.
      (2)   Other applicable laws and regulations, may include, but are not limited to:
         (a)   Regulations relative to water and sewer facilities as imposed by Department of Environmental Protection, a municipality, a municipal authority or a private utility;
         (b)   Other utilities (gas, electric, telephone, cable and the like);
         (c)   Regulations regarding surface waters such as wetlands and floodplains;
         (d)   Habitats of endangered wildlife;
         (e)   Regulations concerning historic structures and historic resources;
         (f)   Regulations relative to the access of local or state roads;
         (g)   Building codes and regulations, state and/or local;
         (h)   Erosion and sedimentation plans and possible other related permits as administered by the County Conservation District; and
         (i)   Other regulations respective to zoning, property maintenance and sewage facilities.
   (C)   Site design.
      (1)   Design of the development shall take into consideration all existing local and regional plans for development in the surrounding community.
      (2)   Development of the site shall be based on the site analysis. To the maximum extent practicable, development shall be located to preserve the natural features of the site, to avoid areas of environmental sensitivity, and to minimize negative impacts and alteration of natural features.
