This section shall not apply whatsoever to any signs posted upon said facilities by the borough or any other appropriate governmental entity which has the approval of the borough to aid or assist in the carrying out of a governmental function such as the regulation of speed or traffic direction or the identification of streets and alleys located within the borough.
