It shall be unlawful for any person or entity to attach any sign, placard, notice or advertisement of any kind or description upon any signposts, trees, fire hydrants, utility poles, traffic poles and streetlight poles which are owned by the borough and are located adjacent to the public streets, alleys or highways within the borough.
