Such tax shall be collected by the duly elected or appointed Tax Collector of the borough in the same manner as other borough taxes are collected; provided that the said notice of per capita tax due and owing to the taxpayers shall be sent at the same time the Grove City Area School District per capita tax notice is sent and be subject to payment at the same time and at the same discount, face and penalty of the said Grove City Area School District per capita tax notice.
