Whenever the Tree Inspector shall observe any dead tree or any plant, shrub or tree afflicted with the Dutch elm or other disease which threatens to injure or destroy plants, shrubs or shade trees, the Tree Inspector shall give the owner of the land written notice to remove the tree within 30 days of such notice.
