When a property owner (or owners) petitions the Borough Council, to pave and/or curb streets and/or install sidewalks on an unimproved street, the borough shall assess the total cost of the project less street intersections and paving and/or curbing of streets and/or sidewalk paralleling the side of corner lots to all of the benefitting property owners on a proportionate front-foot basis.
