In determining whether a sidewalk is in need of repair the Borough Manager shall apply the following criteria:
(A) A sidewalk slab that is experiencing spalling or deterioration of concrete;
(B) A sidewalk slab that is missing;
(C) A sidewalk slab that is raised or lowered exposing a one and one-half inch or more lip;
(D) A sidewalk slab containing a hole two inches or more in diameter and one-half inch or more deep; and
(E) A sidewalk slab that is cracked one-half inch offset or more.
