If a complaint or report is received alleging that a nuisance exists on, in or of a property, or the presence of a condition which may constitute a nuisance is otherwise identified or discovered by the borough, the Officer shall inspect the condition and/or property and shall examine other available evidence in order to assess the condition and conclude whether it constitutes a nuisance. Any evidence presented by the owner, occupant or operator shall also be considered by the Officer.
