If the person or persons upon whom the said notice has been served as provided in § 92.03 fail to comply with it within the time specified, the Borough of Grove City may cause the necessary cutting or trimming to be done, and the cost thereof, together with a charge of 10% for overhead with a minimum charge to be set by resolution of the Borough of Grove City Council. This minimum charge shall not be set below $300, shall be immediately due and payable to the borough and shall become a lien against the real property in question.
