The Borough Council shall have the authority to designate certain areas of the borough where dogs may be present free of the leash requirements set forth herein, provided that the owner of any such dog and/or any person possessing, caring for or in control of any such dog shall be present thereat with the said dog and have responsibility to ensure the good behavior of said dog.
