Appropriation is hereby made from the proper fund, or funds, of the borough in the necessary amount to pay into the Contribution Fund as provided in 65 P.S. § 204 of the enabling Act and in accordance with the plan or plans, and agreement. Authority is given to the Mayor and the Secretary of the borough to enter into an agreement with the state agency, which agreement shall be in accordance with 65 P.S. §§ 201 et seq. and with 42 U.S.C. § 418 of the Social Security Act. Such plan and agreement shall provide that the participation of this borough shall commence as of January 1, 1951.
