At such time as an Auditor has been appointed by resolution, as provided herein, the office of elected Borough Auditor shall be abolished, and the appointed Auditor shall have the power and duties and be subject to the same penalties as the elected Auditor, insofar as such powers, duties and penalties are applicable to the functions which the certified public accountant, or firm of certified public accountants, is appointed to perform and specified in the Act cited herein.
