(A) All wastewater discharged to the borough sewage system exceeding normal domestic thresh level concentrations of 250 milligrams per liter (mg/l) five days' biochemical oxygen demand (BOD) and 200 milligrams per liter (mg/l) suspended solids (SS), shall be considered high-strength wastewater discharges and the user who contributes said high-strength wastewater shall obtain a Wastewater Contribution Permit as set forth in § 53.103. The user shall pay the required permit application fees and the required surcharge fees intended to cover the borough's additional costs for treating high-strength wastewater.
(B) These surcharges will be made in addition to the normal user and industrial cost recovery charges imposed by other sections of this subchapter.
