(A) Residents of the borough. The recorded owners of property shall be responsible for all charges for service used on the owner’s property. Property owners shall be required to sign the necessary documents acknowledging their ownership and their obligation to pay for the service rendered by the borough prior to institution of service by the borough.
(B) Pine Township, Liberty Township, Springfield Township, Mercer Township and Harrisville Borough. The conditions for service to Pine Township, Liberty Township, Springfield Township, Mercer Township and Harrisville Borough are set forth in an agreement approved by Ordinance #1438 on September 19, 2016, as may be amended from time to time, by and between the borough and the respective municipalities.
