In case any owner of property on sewer line as herein specified in said borough shall fail to connect his or her premises with sewer after 45 days’ notice as aforesaid the said borough be and is hereby empowered by its proper officer and employees to make such connections and collect the cost thereof from the owner by a municipal claim or in an action of assumpsit.
