All rooms in which persons live, sleep, work or congregate shall have a window or skylight opening directly upon a street, alley, court or yard. The window or skylight shall have a net area of glass of at least ten percent of the floor area of such room. If it is impractical to provide such windows, the rooms shall, in lieu of such windows, be ventilated by an approved mechanical system which shall effect at least six complete changes of air per hour, during occupancy.
