(a) Certificate. The Building Official may issue a certificate to start construction prior to the issuance of a building permit or before the entire plan and specifications for the building or structure have been submitted or approved, provided that adequate information and details have been submitted, which comply with the pertinent requirements of this code and for which a zoning clearance shall have been obtained for the new construction.
(b) Risk. The holder of a certificate to start construction prior to the issuance of a building permit, may proceed only to the point on construction for which that certificate has been given, and at his own risk and without any expressed or implied assurances that the approval for the entire building or structure will be granted.
(c) Foundation Start Certificate. The building official may issue a foundation start certificate to begin the construction of the foundation.
(d) Removal Start Certificate. The building official may issue a removal start certificate to being the removal of existing construction. However, no such certificate shall be issued for a structure located in an architectural review commission area or in an historic district unless a certificate of appropriateness has previously been issued therefore.
(e) Fee. The fee for each certificate provided for in this section shall be as prescribed in the fee schedule.
