In their interpretation and application, the provisions of this Zoning Code shall be held to be the minimum requirements adopted for the promotion and protection of the public health, safety and welfare, and shall be interpreted so as to carry out the purpose of these requirements. Each section of this Zoning Code shall be separately considered and the invalidity of one or more sections or subsections shall not affect the validity of the remainder.
