For all driveway plans submitted to the Planning Commission, the approval procedure shall be as follows:
(a) The Commission shall recommend approval or disapproval of the driveway plans in accordance with these rules and regulations at the next regularly scheduled Commission meeting.
(b) The recommendation of the Commission shall be forwarded to Council for final action.
