(a) Prior to any construction or alteration of any driveway providing access to any public right-of-way, plans for the driveway shall be submitted to the Planning Commission.
(b) Whenever there is a change in the use of property, a demolition of an existing building or structure or alterations are made to buildings or structures, driveway plans shall be submitted to the Commission for the approval of the continued use of the driveway.
(c) If there is to be construction or alteration of structures or other improvements on the property where the driveway is to be constructed or used, plans and specifications of such structures or other improvements shall be submitted to the Commission with the driveway plans.
