Such permit may be approved by the Service Director should the ultimate user of water meet all the following requirements:
(a) Where the ultimate user of water is physically beyond the limits of sewerage system of the City.
(b) Where the ultimate user of water uses water for commercial uses and the water does not enter the storm or sanitary sewer of the City.
