(a) "Sub-meter" means any water meter which is installed in the water system of the City below or between the original meter and the ultimate user of water.
(b) "Original meter" means the water meter installed by the original user authorized by the City as the first water measuring device on any water line.
(c) "Original user" means the person contracting with the City of Grove City and Columbus for use of water and with whom responsibility for payment for water lies.
