In addition to or in substitution of the penalties provided herein, the City may institute and maintain any remedy provided by law or equity to enjoin or abate a violation or to compel compliance. The provisions herein shall not in any manner infringe upon any property owner specially damaged by a violation to seek redress in a court of law or equity.
