No wastewater treatment plant shall be installed and maintained on property that is within 100 feet of a public sanitary sewer except when pretreatment of waste is required and authorized by the Director of Public Service. Whenever a sanitary sewer is made available, the treatment plant shall be abandoned and the sewage shall be discharged directly from the building to the sanitary sewer except when pretreatment is required and authorized. The plant shall be dismantled within thirty days of the date of its abandonment in accordance with the procedures prescribed by the Director of Public Service.
