No person shall discharge or permit or cause to be discharged sewage or the overflow drainage or contents of a wastewater treatment plant onto the surface of the ground, or into any street, road, alley, storm sewer, drainage ditch, watercourse creek, except in a manner and in quantities and qualities approved in writing by the Director of Public Service.
