905.03   PERMIT ISSUANCE; PEDESTRIAN AND VEHICULAR TRAFFIC.
   (a)   All public service companies, corporations, persons and individuals proposing to dig, open or excavate in sidewalks, curbs or public ways of the City shall first give notice to the Director of Public Service stating the location, extent and purpose thereof and the approximate time such opening or excavations will be required. Upon receipt of notice, the Director shall issue to the persons or corporations giving notice a permit to make such opening or excavation, which permit shall specify the location and extent thereof and the length of time such opening or excavation may remain.
   (b)   No persons, company or corporation shall dig, open, excavate or otherwise perform work on sidewalks, curbs or public ways of the City without providing at the site of such project one or more persons to direct and control the flow of vehicular and pedestrian traffic at all times at which work is being performed thereon, unless there is first obtained from the Director a permit to proceed with such digging, opening, excavation or other work without such person or persons to direct and control the flow of vehicular and pedestrian traffic. Such permit will be issued by the Director only upon showing that, by virtue of the location and nature of the work to be performed together with the equipment to be used in connection therewith, there is and will be during the hours of digging, excavation, opening or work, no substantial impediment to vehicular or pedestrian traffic and/or no substantial danger to the public safety.
