(a) Upon approval of a tow truck owner's application, a license shall be issued to the owner by the Administrator.
(b) Upon approval of a tow truck operator's application, a license shall be issued to the operator which shall be carried when in physical control of a tow truck. This license shall be available for inspection upon request of the Director of Public Safety or a police officer.
