727.01   DEFINITIONS.
   (a)   "Wrecker" or "tow truck" means every motor vehicle which is designed and used to tow or transport any other motor vehicle. For the purpose of this chapter, the terms wrecker and tow truck shall be synonymous.
   (b)   "Owner" means a person who holds the legal title of a tow truck, or in the event a tow truck is the subject of an agreement for the conditional sale or lease thereof with the right of purchase upon performance of the conditions stated in the agreement and with an immediate right of possession vested in the conditional vendee or lessee, than such conditional vendee or lessee shall be deemed the owner for purposes of this chapter.
   (c)   "Driver" or "operator" means every person who drives or is in actual physical control of a tow truck on a public street or public right of way within the City.
   (d)   "Person" means every natural person, firm, copartnership, association, or corporation.
   (e)   "Director" means the Director of Public Safety of the City of Grove City.
   (f)   "Administrator" means the Administrative Assistant of the City of Grove City.
   (g)   "Towing" means the act of pulling or dragging any vehicle behind the wrecker or tow truck which is doing such pulling or dragging. Such towed vehicle can be self supporting, carried on a dolly type platform, or be supported on any other item necessary to facilitate such towing.
