The Director of Public Safety and/or a designee, shall, subject to the approval of Council, promulgate such rules and regulations for the operation of such licenses as are necessary for the safety and welfare of the general public, including but not limited to, condition of equipment, amount of equipment and insurance.
Any violation of the prescribed rules and regulations shall subject the violator to a loss of license.
