(a) No junk yard or junk shop shall be established, operated or conducted within 250 feet of any church or hotel, or within 600 feet of any school building or hospital.
(b) All premises used as a junk yard or junk shop shall be kept and maintained in as clean, sanitary and neat condition as such business will reasonably permit. The person operating the junk yard or junk shop shall maintain the premises so used so that rats, vermin and fire hazards are as far as practicable reduced to a minimum.
(c) No rubbish or portion or parts of wrecked machines and other accumulations which are to be discarded by a junk dealer shall be burned on the premises.
