707.06   OFFENSES.
   (a)   A person commits an offense if he or she:
      (1)   Commences or conducts a special event without a Special Event Permit; or
      (2)   Fails to comply with any requirement or provision of a Special Event Permit or this Chapter.
   (b)   A culpable mental state is not required for the commission of an offense under this Section.
