(a) No person shall carry, or cause to be carried in any vehicle of any type whatsoever, upon the public streets, highways and alleys of the City, any substance or material which, by its nature or condition, gives off noxious or offensive odors, fumes, smoke or gases.
(b) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
