521.14   ABANDONED SEPTIC TANKS, WELLS AND CISTERNS TO BE FILLED.
   (a)   All septic tanks, cesspools and sealed vaults which are not in use, due to the abandonment of the buildings which they were intended to serve or because of the availability of sanitary sewers, and all cisterns and dug wells which are not in use, shall be completely filled and kept filled with earth, cinders, gravel or other suitable dry material; provided, however, that the requirements of this section may be waived by the Building Inspector in individual instances, when, in his or her opinion, the construction or location of such septic tank, cesspool, sealed vault, cistern or dug well does not constitute a health or safety hazard.
   (b)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
