521.12   LOCATING AND REMOVING REFUSE RECEPTACLE.
   (a)   No owner, lessee, occupant or person in charge of any premises shall permit a trash, refuse or garbage container, can or receptacle, or other container used to store or collect garbage or refuse to be placed nearer to the street in front of the premises than the building setback line, as established by these Codified Ordinances, except for a period of 24 hours immediately preceding and 24 hours immediately after the time scheduled for garbage or trash pickup by a waste collector. Provided, however, that in the event the trash is not collected by a waste collector at the time scheduled therefore, the can, receptacle or container may be placed and remain nearer to the street than such building setback line for a time period of not more than 24 hours after such trash is in fact collected by a waste collector.
   (b)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
