(a) No person in charge or control of any premises in the City shall permit exterior lighting of such premises to shine, glare, reflect or be directed into or toward any other premises used for residence purposes, in such manner or with such degree of brightness as to be detrimental or disturbing to the comfort or repose of other persons.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
