(a) No person shall permit a place where any animal or fowl is kept to become noisy, filthy or offensive or in any manner injurious to the health or comfort of persons living or employed in the vicinity of such place. No person shall transport, unload or collect such animals or fowl in such a manner that the stench therefrom, or noise caused thereby, is annoying or offensive to any persons.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
