No person shall operate a motorized bicycle:
(a) Without both hands upon the handle grips except when necessary to give the required hand and arm signals or as provided in Section 374.02.
(b) At a speed greater than is reasonable and prudent under conditions then existing.
(c) Upon the streets or highways at a speed exceeding 20 miles per hour.
