The Director of Public Safety shall designate such major traffic arteries and other streets as he deems to be necessary thoroughfares for movement of vehicular traffic as snow emergency routes and shall cause all streets and roads to be marked and identified as snow emergency routes by placing proper signs of sufficient size and legibility along such streets or roads in a sufficient number that will give proper and adequate notice to persons using such streets or roads that such street or roads are snow emergency routes.
