(a) An accounting procedure shall be devised and maintained by the Department of Finance, to keep in detail all transactions affecting the requisition, custodianship and disposition of all values including cash receipts and disbursements.
(b) The Director of Finance shall prepare for submission to the Administrative Assistant, the Mayor and Council, not later than the tenth day of each month, a summary statement of revenues and expenses for the preceding month, detailed as to appropriations and funds in such manner as to show the exact financial condition of the Municipality and of each department and office thereof as of the last day of the previous month.
(c) An annual statement of the same substance setting forth the condition of the funds for the preceding year shall be submitted not later than February 1 of the next succeeding year to the Administrative Assistant, the Mayor and Council.
