Subject to and limited by any delegation of power by the Mayor or Council and unless specifically provided for in the Charter, State laws or ordinances or resolutions of Council, neither the Mayor nor any Council member shall designate the appointment of any person to office or employment by the Administrative Assistant. Except for purpose of inquiry, the Mayor and Council shall deal with the administrative service solely through the Administrative Assistant and neither the Mayor or any Council member shall give orders to any subordinates of the Administrative Assistant.
