This Charter shall be voted upon at the general election held on November 4, 1958. If approved by the voters, the Charter shall go into effect on July 1, 1959, for the purpose of nominating candidates for the first City election hereunder. The first election of mayor and councilmen under this Charter shall be held on November 3, 1959. The councilman-at-large and the councilmen from wards one and three shall be elected for terms of two years while the mayor and the councilmen from wards two and four shall be elected for terms of four years. The term of office of the Municipal officers of Grove City elected at the Municipal election in 1957 shall cease and terminate at noon on the 16th day of November, 1959, at which time the mayor and councilmen elected under this Charter shall take office. In November, 1961, there shall be elected a councilman-at-large for a two year term and councilmen for wards one and three for a four year term. For all purposes other than the nomination and election of the first officers under this Charter, the Charter shall take effect and be in force from and after noon on the 16th day of November, 1959.
