1. No person shall plant trees or shrubs in the right-of-way without first obtaining a tree planting permit from the Director of Building and Planning. There is no charge for the permit. The applicant shall demonstrate that all plantings will be done in accordance with all the rules and regulations as set out in this chapter.
2. No person shall remove trees from rights-of-way or any other public property without receiving a permit from the Director of Building and Planning. The Director of Building and Planning may waive the permit for conditions such as storm damage.
